Don't worry, this is one of the natural characteristics of Satsuma mandarins. Many oranges have tighter peels and feel firm to the touch. Many Satsumas, however, have a 'puffy' feel to the touch and sometimes the fruit even separates from the peel within the fruit. This is absolutely normal, and even something that tells us they're growing correctly!
